A Housing Private Finance Initiative scheme:
- gives control over the levels of capital investment made within the public sector
- allows continued ownership of social housing by local authority
- brings in private sector investment
- transfers risk to the private sector
- utilises private sector management skills
- makes procurement and service competitive
- contractually ensures high standard of build and maintenance
- fixes operating costs
- is focused on delivery rather than input
- does not affect tenants’ rights
- enables regeneration when otherwise none might be possible on a similar scale
